Issue description
This code indicates that the controller's output driver circuit for the cold start relay is experiencing a low voltage condition. This is typically caused by the relay coil being shorted to ground, a wiring short to ground, a complete relay coil failure, or an internal malfunction within the controller's output driver.

Check the cause
Inspect the wiring harness between the controller (VSM) and the cold start relay for exposed wires, chafing, or areas where the circuit may be shorted to the chassis ground.
Remove the cold start relay and test the coil resistance with a multimeter to determine if the coil has failed or is internally shorted to ground.
Test the controller's driver output pins to verify if the controller is sending the correct voltage signal to the relay.

If the cold start relay coil tests as defective or shorted, replace the relay.
Replace the Controller
If the wiring is confirmed good and the relay is functional, but the fault persists (meaning the controller output driver circuit is internally faulty), you must replace the controller (VSM).
Clear Codes
After repairs are made, cycle the power (turn the key OFF for no less than 30 seconds, then back ON) or use a diagnostic scanner to clear the code and verify the fault does not return.
