New Holland 18016 – Hitch Control Module or Engine Control Unit (ECU/ECM): Potentiometer Voltage Too Low
Issue description
Official documentation defines fault code 18016 as a very low voltage signal from the rear hitch position potentiometer, which prevents the Hitch Control Module from accurately determining the three-point hitch position and causes erratic operation. However, supplementary data indicates this code is sometimes reported as a throttle control potentiometer low voltage fault, where the Engine Control Unit (ECU) detects a signal below the expected range, leading to reduced engine power. Both scenarios involve a potentiometer reporting a voltage below the minimum expected threshold.

Check the cause
(If diagnosing Rear Hitch - Official Code 18016): Examine the wiring harness and ground connections at the rear of the cab leading to the rear hitch position potentiometer for chafing, corrosion, or loose connections.
(If diagnosing Rear Hitch): Inspect the hitch potentiometer on the right rear of the rockshaft to ensure the shaft is not seized and the linkage arm has not slipped out of position.
(If diagnosing Rear Hitch): Back-probe the hitch sensor signal wire with a multimeter (key on, engine off). Voltage should change smoothly from approximately 1.40V (fully lowered) to 4.85V (fully raised).
(If diagnosing Rear Hitch): Disconnect the hitch sensor and test resistance across the terminals while manually rotating the input shaft. Look for smooth changes without sudden drops or spikes.
(If diagnosing Throttle - Supplementary Cause): Check the wiring connected to the hand throttle lever and/or the accelerator foot pedal for damage, loose pins, or corrosion.
(If diagnosing Throttle): Confirm the throttle position sensor is receiving a stable 5-volt supply from the ECU.
(If diagnosing Throttle): Back-probe the throttle signal wire. Voltage should rise smoothly from approximately 0.5V at idle to 4.5V at full throttle without dropouts.
Repair steps
Prepare machine for service
Ensure the tractor is on a level surface with the engine off and the key removed before beginning work.
Clean sensor area (Hitch fault)
Thoroughly clean the area around the hitch position potentiometer to prevent dirt from entering any disconnected components.
Disconnect harness (Hitch fault)
Disconnect the wiring harness from the potentiometer.
Remove faulty sensor (Hitch fault)
If diagnostic tests confirm the sensor is faulty, unbolt it from the rockshaft assembly. Note the orientation of the linkage arm.
Install new sensor (Hitch fault)
Install the new potentiometer. If the linkage arm was separate, ensure it is installed correctly.
Reconnect harness (Hitch fault)
Reconnect the wiring harness.
Calibrate rear hitch (Hitch fault)
Perform a hitch calibration procedure to teach the control module the new sensor's voltage range. With the hitch fully lowered, the potentiometer should be adjusted to read 0.80 ± 0.10 volts DC.
Disconnect throttle sensor (Throttle fault)
Disconnect the electrical connector from the suspect throttle sensor (hand or foot pedal).
Remove throttle sensor (Throttle fault)
Remove the fasteners securing the sensor to the pedal assembly or throttle lever.
Install new throttle sensor (Throttle fault)
Install the new sensor and secure it.
Reconnect throttle sensor (Throttle fault)
Reconnect the electrical connector.
Calibrate throttle sensor (Throttle fault)
Perform a relearn procedure using a diagnostic tool to calibrate the new sensor's idle and full-throttle positions with the ECU. In many cases, simply cycling the key may be sufficient.
