Issue description
This code indicates a mechanical or electrical failure of the front pumping element inside the fuel injection pump. This specific code is tied to the Cummins Accumulator Pump System (CAPS), a computer-controlled distributor-style injection pump used on Cummins 8.3L and 8.9L/9.0L engines before the transition to High-Pressure Common Rail (HPCR) systems.

Check the cause
Check for air ingress by verifying that all fuel lines are tight and not sucking air (a leading cause of CAPS pump faults)
Inspect the transient suppressor (diode pack), wiring harness, and pressure sensor on the accumulator head for corrosion or failure
Verify unrestricted fuel supply by checking the Carter lift/transfer pump operation and replacing all fuel filters
Check injector tubes and re-torque the injector nuts to correct potential pressure loss issues
Repair steps
Disconnect battery
Disconnect the battery to prevent electrical shorts.
Clean engine area
Clean the engine area around the injection pump thoroughly to prevent debris from entering the fuel system.
Disconnect electrical harness
Disconnect the electrical harness connectors from the CAPS pump and the transient suppressor.
Remove fuel lines
Remove the high-pressure fuel lines running from the pump to the injectors.
Remove CAPS pump
Remove the CAPS pump mounting hardware and extract the pump from the engine block.
Install new Transient Suppressor
CRITICAL: You must install a new Transient Suppressor when installing a new CAPS pump. Reusing an old transient suppressor is known to instantly short out the new pump's electronics.
Install replacement pump
Install the replacement CAPS pump (or an aftermarket Bosch P7100 inline conversion kit, which is a popular reliability upgrade for these tractors).
Reconnect lines and connectors
Reconnect all fuel lines and electrical connectors.
Prime and bleed fuel system
Prime and bleed the fuel system to ensure absolutely no air is present.
Test run engine
Reconnect the battery, clear the active fault codes using a diagnostic tool, and test run the engine.
