New Holland ENG 3099 – Engine ECU: Timeout of CAN Message TSC1-TE

Issue description

The Engine Control Module has lost communication or stopped receiving the expected Torque Speed Control 1 - Transmission/Engine (TSC1-TE) message over the CAN bus network while the system is in an inactive state. The TSC1-TE message is used by the transmission or vehicle controller to request specific engine torque or speed limits. A timeout means the message did not arrive within the expected millisecond timeframe, pointing to a network communication failure rather than a mechanical engine issue.

Check the cause

  1. Check for accompanying CAN bus error codes (e.g., ENG 3096 or ENG 3098) to determine if the entire bus is down

  2. Visually inspect the CAN bus wiring harness between the Engine ECU and the Transmission/Vehicle Control Module for physical damage, chafing, or melted insulation

  3. Perform a CAN bus resistance test across the CAN High and CAN Low pins at the diagnostic connector with the battery disconnected (should read approximately 60 ohms)

  4. Perform a circuit integrity test to check for short circuits to ground, short circuits to battery voltage, or open circuits on the CAN High and CAN Low lines

Repair steps

  1. Disconnect power

    Turn off the ignition and disconnect the negative battery cable before servicing the electrical system.

  2. Inspect connectors

    Locate the main wiring harness connectors at the Engine ECU and the Transmission ECU. Disconnect them and inspect the pins for corrosion, moisture ingress, or pushed-out pins.

  3. Clean and reseat connectors

    Clean any mild corrosion with electrical contact cleaner and apply dielectric grease. Reseat the connectors firmly.

  4. Repair wiring

    If the continuity test reveals an open or shorted wire in the CAN backbone, locate the damaged section. Repair the wire using OEM-approved environmental splices (do not use standard crimp connectors on CAN lines, as they can cause signal reflection).

  5. Check terminating resistors

    If the CAN resistance test failed (e.g., reading 120 ohms instead of 60), locate and replace the failed CAN terminating resistor.

  6. Clear codes and test

    Reconnect the battery, connect the CNH Electronic Service Tool (EST), and clear the inactive fault codes. Start the machine and operate the transmission to verify the code does not return.

  7. Update software or replace module

    If the wiring is 100% verified and the code persists, the sending module (Transmission ECU) or receiving module (Engine ECU) may be failing to broadcast/receive. Check for available software updates via CNH EST before condemning a module.
