New Holland ENG 3102 – Engine Control Module (ECM): Fuel Pressure: Rail Pressure Sensor CP3 - Signal Below Range Minimum
Issue description
The Engine Control Module has detected that the high-pressure fuel pump (CP3) is not building the commanded rail pressure, or the signal voltage from the fuel rail pressure sensor has dropped below the minimum acceptable threshold. This indicates either a genuine low fuel pressure condition (fuel starvation, failing pump, excessive injector return) or a faulty sensor/wiring circuit.

Check the cause
Fuel Supply & Restriction Check: Check the low-pressure fuel supply side first. Connect a gauge to the test port to check for excessive restriction or air in the fuel. A clogged fuel filter is the most common cause of actual low rail pressure.
Sensor Voltage Check: Check the fuel rail pressure sensor voltage with the key on, engine off (KOEO). It should read approximately 0.5 volts. If it reads 0V, check the wiring harness for an open circuit or a short to ground.
Monitor Rail Pressure: Using a diagnostic scan tool, monitor the actual vs. desired rail pressure under load. If the actual pressure deviates more than 1,000 PSI from the desired pressure, the low-pressure or high-pressure fuel system is failing.
CP3 PWM Test: Check the CP3 Pulse Width Modulation (PWM) output using the diagnostic software (e.g., CNH EST/Atlas). It should be a minimum of 3% at engine idle.
Injector Return Test: If the sensor is reading accurately but pressure is genuinely low, test the injectors for excessive return fuel, which can bleed off rail pressure.
Repair steps
Replace Fuel Filters
Start by replacing the primary and secondary fuel filters and bleeding the fuel system. Clear the code and test run the machine under load.
Inspect Wiring
If the code persists, inspect the 3-pin pigtail connector at the Rail Pressure Sensor. Look for chafed wires, corrosion, or a short to ground in the harness leading back to the ECM. Repair any damaged wiring.
Replace Rail Pressure Sensor
If the KOEO voltage is out of range and the wiring is intact, the sensor itself has failed internally and must be replaced.
Address High-Pressure Components
If the sensor is functioning properly but the CP3 pump cannot build commanded pressure (and lift pump supply pressure is good), the CP3 pump or the fuel metering unit (M-Prop) is failing and requires replacement. (Ensure you have ruled out excessive injector return flow before condemning the CP3 pump).
