New Holland ENG 3665 – Engine Control Unit (Engine ECU / EDC7): EGR Permanent Governor Deviation for Valve / Desired EGR Valve Position Can Not Be Reached
Issue description
This code indicates that the Engine Control Unit (ECU) is commanding the Exhaust Gas Recirculation (EGR) valve to open or close to a specific percentage, but the valve's position sensor is reporting a different actual position. This is most commonly caused by the EGR valve sticking mechanically due to heavy carbon/soot buildup, a failure of the internal actuator motor, or a mismatched/failed position sensor.

Check the cause
Check for related electrical fault codes (such as 3667, 3669, or 3671) and diagnose the wiring harness first if present, as a short or open wire will prevent valve movement
Remove the EGR valve and visually inspect it for heavy soot or carbon blockage that could cause the butterfly valve or pintle to stick mechanically
Perform an actuation test using the New Holland EST to manually command the EGR valve open and closed, observing if the actual position PID matches the commanded position PID
Repair steps
Preparation
Ensure the engine is cool and the key is in the OFF position. If the EGR valve is connected to the engine cooling system, safely relieve the cooling system pressure.
Disconnection
Disconnect the electrical wiring harness connector from the EGR valve actuator. Disconnect any coolant lines attached to the EGR valve and plug them to prevent excessive fluid loss.
Removal
Remove the mounting bolts securing the EGR valve to the exhaust/intake manifold. Remove the old EGR valve and discard the old gaskets.
Cleaning
Thoroughly clean the mating surfaces on the manifold to remove any residual carbon deposits or old gasket material.
Installation
Install the new EGR valve with new gaskets and torque the mounting bolts to the OEM specification.
Reassembly
Reconnect the coolant lines and the electrical connector. Refill and bleed the engine coolant if any was lost.
ECU Reset
Connect the New Holland Electronic Service Tool (EST) and perform the 'Reset ECU data (EGR valve)' procedure. This restores the self-learning parameters so the ECU can learn the new valve's end stops.
Verification
Clear the fault codes and test run the machine under load to verify the repair.
