New Holland ENG 3962 – Engine ECU: Supply Pump Control Valve (Suction Control Valve) Stuck
Issue description
The Suction Control Valve (SCV) is an electronic solenoid valve located on the high-pressure fuel pump. It regulates the volume of fuel supplied to the high-pressure pump and, consequently, the common rail. When this valve becomes physically stuck (often due to contaminated fuel or internal wear), the engine cannot properly regulate fuel pressure. This typically results in an inability to build sufficient rail pressure, leading to a no-start condition, severe power loss, or limp mode.

Check the cause
Fuel Quality Inspection: Drain a sample from the fuel tank and filters to check for water or sediment. Contaminated fuel is the most common cause of a stuck SCV.
Filter Check: Inspect the primary and secondary fuel filters. A clogged filter can starve the pump, while a failed filter can allow debris to jam the SCV.
Rail Pressure Test: Use a diagnostic scan tool to monitor Actual Rail Pressure versus Target Rail Pressure while cranking or running. If the SCV is stuck, actual pressure will fail to meet the target.
Pump Inlet & Mechanical Check: Check for debris at the high-pressure fuel pump inlet and rule out a catastrophic high-pressure fuel pump shaft failure, which can send metal shavings into the SCV.
Repair steps
Preparation
Disconnect the battery and ensure the engine is cool. Thoroughly clean the exterior of the high-pressure fuel pump and the surrounding area to prevent dirt from entering the open fuel system.
Clear Access
Depending on the machine, you may need to remove the secondary fuel filter inlet line (place the end in a suitable container to catch diesel fuel) and disconnect the fuel leak-off return line at the 'T' fitting on the high-pressure pump to gain access.
Remove the SCV
Unplug the electrical wiring harness connector from the Suction Control Valve. Remove the mounting bolts (usually Allen or Torx bolts) securing the valve to the pump. If the valve is stuck in the housing, apply penetrating oil and carefully twist/pry it free.
Inspect the Housing
Inspect the mounting port on the high-pressure pump for rust, debris, or metal shavings. Wipe the port completely clean with a lint-free cloth.
Install the New SCV
Lubricate the O-rings on the new Suction Control Valve with clean diesel fuel. Carefully insert the new valve into the pump housing, ensuring the O-rings do not pinch. Install and tighten the mounting bolts to the OEM torque specification.
Reassembly
Reconnect the electrical connector and all fuel lines.
Prime and Test
Prime the fuel system to purge any air. Reconnect the battery, clear the ENG 3962 fault code from the Engine ECU using a diagnostic tool, and run the engine to verify that target rail pressure is achieved and there are no fuel leaks.
