Issue description
The system expects a certain voltage range to determine the engine's temperature, and a reading below the minimum threshold triggers this fault.

Check the cause
Test the internal resistance of the engine coolant temperature sensor using a multimeter to check for an internal short.
Inspect the wiring harness running from the engine coolant temperature sensor to the instrument controller for a short to ground (e.g., chafed wires touching the engine block or frame).
Verify the operation of the instrument controller, as a module failure can erroneously pull the signal voltage low.
Repair steps
Locate the Sensor
Find the Engine Coolant Temperature sensor, which is typically positioned directly on the engine thermostat housing or the cylinder head water jacket.
Test the Sensor
Disconnect the sensor's electrical connector. Measure the resistance across the sensor's terminals. If the resistance is out of specification (or shows a dead short), replace the sensor.
Inspect the Wiring
If the sensor tests good, trace the wiring harness back to the Instrumentation Controller. Look for pinched wires, melted insulation, or areas where the wire may be rubbing against a grounded metal component.
Repair Wiring
If a short to ground is found in the harness, repair the damaged section of wiring and secure it in a protective loom.
Test the Controller
If both the sensor and the wiring harness are in good working order, the instrumentation controller has likely failed and will need to be tested or replaced by a dealer.
Clear Codes
Reconnect all components, turn the key on, and verify if the INST 13011 code moves to an inactive state or can be cleared.
