The control module has detected a 'Source Low' condition on the power supply circuit for the fuel filter heater, indicating the voltage on the circuit has dropped below the expected operating threshold. This is typically caused by a short circuit to ground, an open circuit, a blown fuse, or a faulty fuel filter heater relay.

   Locate the fuel filter heater relay and fuse in the main power distribution box. Check for a blown fuse, which is a primary symptom of a short to ground.

   Swap the fuel filter heater relay with a known good relay of the same amperage to rule out a stuck or failed relay.

   Visually inspect the wiring harness running from the ECU to the relay, and from the relay to the fuel filter heater element. Look for chafing, pinched wires, or exposed copper.

   Disconnect the electrical plug at the fuel filter heater and inspect the pins for corrosion, moisture ingress, or melting caused by excessive current draw.

   Using a multimeter, measure the resistance of the fuel filter heater element. A reading of 0 ohms to the housing indicates a dead short, while infinite ohms indicates an open circuit.

   With the key ON, check for 12V at the heater connector to verify power delivery.

   Safety First

   Turn off the ignition, remove the key, and disconnect the negative battery terminal to prevent accidental shorts.

   Repair Wiring

   If a short to ground was found in the harness, cut out the damaged section, splice in a new wire of the appropriate gauge, and seal it with heat-shrink tubing. Reroute the harness away from sharp edges or high-heat areas.

   Replace Fuse/Relay

   If the fuse was blown or the relay failed, replace them with OEM-spec components. Do not install a higher amperage fuse, as this can cause a fire.

   Replace the Heater Element

   If the fuel filter heater element is internally shorted: Place a drain pan under the fuel filter housing and drain the fuel. Disconnect the electrical connector to the heater. Unscrew the heater element from the filter head (Note: On some models, the heater is integrated into the filter head, requiring replacement of the entire head assembly). Install the new heater element with a new O-ring/seal, torquing to manufacturer specifications.

   Reassembly

   Reconnect the electrical connector and the battery. Prime the fuel system to remove any air introduced during the repair.

   Clear Codes

   Connect a diagnostic tool (such as the CNH Electronic Service Tool) to clear the NH 3038 fault code from the Engine ECU. Start the engine and verify the code does not return.
